Can you consider homeschooling him? Then he can work at his own level and he won't be behind anyone on anything. He will just be where he is at learning at his own pace. It's normal for all kids to be at different levels in different subjects. Unfortunately at school the kids have to work at the same level in everything, and they can't work at their own pace. Please, please, please buy Toe by Toe by Keda Cowling and start on the very first page doing 10-20 minutes a day. You must do the exercises with him and initially he will really fly through them but as the work gets harder he will slow down. My son has been 20 months behind in his reading for the past 2 years and after 2 months work on this book is now 20 months AHEAD! Not one of his teachers can believe this progress but I had him assessed before I started him on this book and again last Wednesday - he's still only 2/3 of the way through it.
Somehow his spelling has also escalated as he now knows the spellings of the sounds of the syllables. If you are prepared to put in a little extra effort now it will save you all many years of frustration. I'm only sorry that I hadn't found this little red book sooner - I could've saved a fortune on private tuition.
